They are perma locked but very soon it won't matter because they are removing the 4 hour cooldown when you remove units from the synchro, which was the only reason the locked slots even mattered. I have no idea why they don't just get rid of the stupid thing at this point and just automatically scale everyone all the time. Probably because people would cry that they wasted gems unlocking it, although they could just refund them.
