If you see an icon of a character's shard, you can usually click on it and it'll tell you how to get more.
In Momiji's case specifically you're kind of shit outta luck and need to rely on ligma, yeah.
Or get dupes of her when rolling (every dupe of her gives you +5 shards)
Other characters have ways to unlock their mystic like farming them from certain hard missions or buying a few from a shop that resets every month; unfortunately none of these apply to Momiji.
