It was to cross the border to avoid military conscription. The guy most likely was trying to grab onto something to be more comfortable, sad thing is, most people aren't engineers so they can't tell when something is electric or not.

A usual telltale sign is if the object is hot, especially for this train which is clearly made out of iron, why the hell would an iron piece getting bombarded with cold air be hot?
