What needs to happen to Visa and MasterCard should be the relationship the government has with FedEx and UPS.
You can't ship heroin in a UPS box. You can't ship cash in a FedEx package. Those things don't get shipped via USPS and private firms doing package carrying are just as subject to federal legislation concerning the transmission of mail as the postal service.
Do this for payment systems. If their business model is centered on handling something that is the property of the government then they need to play by the rules the government sets. If I'm legally allowed to physically go to a game developer and get a hard copy of a lewd visual novel with cash in hand then the digital representation of that cash has every right to be used to purchase one when we are not in the same physical space. No arguments.
