I did. See those two green balls? They're Monoliths — lvl 4 artifacts focused on combat. Still whenever I got into a gunfight a single hit left me bleeding and at 30% hp.
I'm thinking IWP was one of those mods that just wasn't meant to be always played at Master like vanilla but instead follows a normal vidya game progression where medium (stalker) is the intended difficulty.
