yes, I use it every campaign
it makes things more random, some campaigns end up the same but others have factions in weird places, like Azhag in the Grey Mountains or Mazdamundi in Ultuan are both some ones that I remember
major factions all last longer and some even grow into full empires
major factions will still usually win in the end, but because they have more of a push/pull it still feels random
