Winter HIF festival gacha +New mode

Basically, all the Winter HIF idols will be front loaded so that they can release a new mode around the same time they released NIA plus have a new Festival Gacha with only 6 people this time. Then Next year, all the Summer HIF idols will do the same with the Summer HIF mode ending up in the Anniv.

This way we don't have to go through a whole year of NIA Master training.
