It is obvious that at some points (long before Gura graduated) hands were shaken and backroom deals were struck with some lucrative entrepreneurs and investors eager to hit the jackpot with her as their ace. They carefully manufactured her image as an indie because their market statistics predict it's the hot new thing in the vtubing world. They took a chance with her loli model because they knew it would stick for the sex appeal but at the same time they are now doing damage control.
This explains why Saba, who should now have full creative freedom, is in fact still tied down by a myriad of clauses in the fine print. It's all to maximize profits and be as entry-level friendly as possible. It will become more obvious as time goes on.
