Jury's still out on whether she has genuine feelings for him or if she just pretends to keep her prized US Government asset compromised. Outside the game universe though she hasn't served any purpose post-RE2 except to give the writers an excuse for lazy writing and making Leon look like a moron in any game he shares with her to make it look like she's manipulating him into doing everything he does. As they're entering their 50s its becoming ridiculous to keep the 'Will/Have They or Won't/Haven't They' angle going. I was glad she didn't even get a mention in Death Island and instead they set up a potential Leon/Jill partnership
