Did some more tests and turns out the mod wasnt bugged.
What happened was that if you set the Safely Hidden Away settings to max possible delay that delay works even if you try to dev mode spawn raids.
Mod works fine so now i can have my comfy single naked brutality start on the island in the middle of bumfuck nowhere.
