The areas which are historically liberal voting (Downtown Toronto, Vancouver, etc.) are largely still white and asian, while the the outskirts and so on have been flooded by Indians and thus the native population has begun voting conservative. They can't flood these areas because it will cause the same phenomenon which is no good in these electorally rich hubs. Look at this map, anywhere that is dark blue is flooded by indians, while red and cyan is safe.
