I'm not really in a position to give advice but I think the best bet is to volunteer or join a church, most friendships happen because of proximity and common interests, lasting friendships if you both share values and core beliefs. If you're socially retarded and can't do face to face then just get used to being alone I guess, that's what I'm doing.
