lots of governments are already passing antisemitism laws that would make it possible for you to get arrested for that which is essentially what the "hatecrime" hype is all about
the difference between using psychology / psychiatry and the law is that the law requires probable cause and due process and cannot be used for arbitrary detention
psychology takes 3 years to complete in most countries and it is just a little tiny subset of philosophy which makes these shrinks that would vouch for the mental health of a patient a very maleable judge, jury and executioner that could easily be swayed
coopting the entire legal system, starting from the judge, to buying out the whole jury and even influencing the lawyers themselves in a system that already works is by comparison impossible
remember that failed states like Russia invest a whole lot into people that they then hope to place in key positions in order to be able to manipulate the democratic processes and psychology is very cheap compared to manipulating the entire justice system

but political psychology / phychiatry is more about cheaply controlled summary arbitrary detention rather than antisemitism that is already being addressed though legal means
