Kupiansk is a major crossing point for the supply of the Ukrainian salient on the eastern side of the Oskil river.
If the Russians can close this crossing point then it will put pressure on the Ukrainians to withdraw from that salient.
I believe there's only one other crossing point over the Oskil that is in possession of the Ukrainians in the area that has already been bombed by the Russians.
