Anyone else had trouble fully buying into the whole Nomad thing?

Like I accepted them for what they are since the game tells me to but I could never quite "get" the idea of this large convoy that camps out a major city, does odd jobs (including raiding the corpos and facing no consequence) and then just pack up and leave?
