If they made it turbo OP, it'd be so for like 2-3 patches, before once again falling into irrelevance. DoT is just that kind of playstyle, it will always get outdone by others, since it's fundamentally incompatible with what's considered to be efficient in this game and devs will never correct or fix it enough. So all the naysayers, in other words, would get the last laugh in the end.
