The SCOTUS will decide on that later, but for now they've ruled that king hawaii is unconstitutional. District court judges can't just issue rulings preemptively that apply to people who've never filed a lawsuit and enforce that stuff against defendants. ACB even made it a point to note that while the power of universal injunction was previously upheld when the government attempted to implement blatantly unconstitutional laws and throw people in prison, in this case people are suing the government and demanding injunctions so they can get money, paperwork, and stuff they want the government doing for them. In other words, they're definitively exceeding the purpose of the universal injunction power and now if dems want to block Trump EOs they need to file like 50+ lawsuits.
