No, not for size. I specify "breasts" only. It makes them more noticeable in various ways. Its a strong tag. Cleavage, size, presence. I tag for "perky nipples" usually at half strength and then I adjust based on feedback from other tags. Usually between 0.5 and 0.7. I use a "skinny" tag that affects those two. Higher the strength of that tag the more likely the girl will be nude, for some reason.
And as you said, if I use those tags and I do not tell it what sort of clothing to use, she will be naked,
