Tens of thousands of Ukrainian civilians are being illegally held by Russia in modern-day gulags – prisons and special camps.

As early as 2022, Russia had already set up filtration camps and compiled lists of Ukrainians it planned to imprison, torture, and kill. That same year, the Russian government approved a $1 billion program to expand its prison system, and by 2024, the Federal Penitentiary Service (FSIN) requested a budget eleven times larger.

Concentration camps and torture chambers are what Ukrainians have encountered in the occupied territories — and what awaits them if they are forced to surrender.

Peaceful Ukrainian civilians are being tortured right now in Russian prisons and camps, beyond any legal framework. Civilians are thrown into pre-trial detention centers (SIZOs) without any criminal charges being filed — rendering them invisible and legally nonexistent. This is a blatant violation of the law.

Ukrainian civilian (and military) prisoners are systematically tortured: beatings, including with electric shocks, forced injections, amputations, sexualized violence, mock executions, forced standing for hours, wokening up at night, collective punishments, and near-starvation.

According to Tetiana Omelianenko, whose son was detained by Russian forces in occupied Berdiansk three years ago, Ukrainian prisoners in SIZO-2 in Taganrog are not fed for 4-5 days at a time – they suffer from hunger. Human rights defender Evgeniya Chirikova @4irikova reports that Ukrainian prisoners have lost up to 50 kilograms in weight.
