It would be tremendously easy to add very small corridors that take place on different planets or bespoke location, each with a gigantic matte painting stretched over a skybox, in order to provide the "feeling" of going on a universal-trotting and incredibly diverse cosmopolitan adventure through an unbelievably varied universe that feels alive.
Even if these locations are all very small and barren, so long as the illusion of it being a different location from the rest via that matte painting with it's one location that you can stand at and take pictures it will be enough to satisfy the feeling of having at least been there. Each location could be slapped together using "IPC pre-fab" buildings and products and this much of the leg-work could be saved while still being lore appropriate and indeed complimenting just how overwhelmingly ingrained the IPC's influence is everywhere.
Bioware did this constantly by the way, with planets like Illium in Mass Effect two basically just being Citadel assets with a vista to look at "the planet" and people loved that. But I guess Hoyo are fucking stupid and want to take an embarassingly microscopic view of each individual location all in order meaning that you feel trapped and your world view is miopic.
