it's a common tactic to have someone sandbag to get an optimal killtime that ends right after burst. you see it a lot in ultimate raid parse parties. it's still not a bad idea to check their rotations and see where they hold buttons or check their pot timings etc, but it's not unusual to see especially in parse parties someone basically sandbag outside of burst.
