Why? Well SOP's entire schtick is the SOPMOD accessory kit for her M4. But purple weapons are also always the "standard" versions of a gun.
What are they gonna do, just give her a butt ass nekkid M4? Then where is the SOPMOD?

But all the SSR's look like they're loaded with accessories, it wouldn't make SOP special as specifically being gun+accessory kit
But they can avoid this problem that only exists in my head by simply making her BLD
