Well, fuck.
The author removed any incest penalty completely from all factions and ideologies simply because "that's how he sees it". It was a completely retarded move, so I dropped this mod.
I tried some gook's Pure-blooded mod, but it doesn't unlock the romance button for incest, so I'm leaving it anyway.

All I can suggest is to multiply the lovin' attempt chance by the vanilla romance chance for relatives (x0.03?) instead and if it's changed by some mod, the chance will be different.
Although nomis will still complain if it ever happens. And also the romance button just ignores this chance and blocks incest completely, so your solution is probably better.
I guess I'll go back to ACI and hope the author comes to his senses.
