The warning was issued after police found the victim. According to globalnews the warning even MENTIONED the victim.
My guess is that the police were reasonably sure it was rape from the start and put out the animal attack as a cover story while they investigated.

The news story says they didn't find any animal DNA in the wounds, but this does not mean that the DNA test is what led them to the suspect.
Other investigative techniques that work:ask everyone in town when they last saw the girl (So all twenty people), and three of them said "Yeah, she was walking with that weird kid who keeps trying to get us to watch gore videos". It's also very likely that the sort of person who thinks it's a good idea to kidnap an eight year old and rape her with a weapon has a record of other, lesser crimes that are still memorable enough that he's at the top of the suspect list.

Picrel is a satellite photo of Quadeville. It doesn't show the demographics, but that sure looks like a small town to me. A bit near the cities, but still a small town.
