HSR devs have literally negative vision for their game, which is why they had to recycle HI3 for the latest planet and why literally every single plot point and characterization moment is just shoehorned from whatever seems popular with the fanbase.

The Xianzhou is a fleet of eight Chinese ships born of a covenant between three long-lived species: Xianzhou natives, Foxians and Vidyadharas. The first of them were granted immortality by Yaoshi, the Aeon of Abundance, but soon discovered it wasn't a good deal because they become insane and go berserk after having lived too long ("mara-struck"). So they set about destroying other species blessed by Yaoshi, both those equally advanced as the Xianzhou and those who haven't even reached space.

They have both a mercantile and a military wing. What sets them apart from the army in Skirk's story is that they are never portrayed doing morally reprehensible things on-screen (Liyue Ichiban and so on); only in the lore can you find evidence of their depredations.
