It is, he's easily top 10, not sure about top 5 because he has some sticking points but his strengths are intense enough that he can play around them with enough experience. He has a few losing matchups like any character but his overall spread is pretty great and most of said losing matchups are mid- to low-tiers. Fuck Beatrix though

His main one is the frame data of his buttons. Uno is fortunate enough to have a 6f f.L, giving him standard punishes on a lot of things, but his next fastest non-close button besides a perfectly plinked 66L is his f.M, which is a sluggish 10f. His f.H, while amazing for its own unique strength, can't be used the way a traditional f.H is, and his other buttons don't cover it. Also he has no cancellable lows besides 2L and his sweep needs to be used carefully to make it safe on block. Lastly his c.H is 11f, meaning he misses heavy punishes on a lot of things and can't c.H after rising chain.
Uno is also a parry character, which offers some unique strengths but also unique weaknesses. Besides the general parry weakness that they can't cover both sides of strike/throw, Uno's meterless 1f parry, [2]8H, is pretty finicky and can often fail to punish moves on catch due to the way he does a short bunt before his thrust. To get the most out of Uno's parries you have to rotate 5+ of them (the four strengths of [2]8X and 5U), all of which cover some of the others' weaknesses.
To get good with Uno you have to get used to his awkward neutral. Uno plays footsies at a farther range than most characters and there's a specific spacing where characters with strong footsies can bully Uno and force him to gamble on a parry. He's again VERY good, but his neutral being so nonstandard would give him a high learning curve... if he didn't auto-win against sub-masters by just running endless frametraps.
