Sort of, Nekopara 4 is the end of the series, After is just extra for the Shigure route people were asking for a long time now, it was never treated as a continuation.
Sayori also said that the reason it took so much time to release compared to the amount of content was Nekoparaiten getting worked on again, her father's suicide as well as the birth of her second kid didn't really let her work on it as much as she wanted to.
I agree it was really short but given that it wasn't even supposed to come out originally it's still better than nothing.
