I figured out who the last people in the mural are yesterday. The mink is Yamato, the 4 ships on bottom are the unaccounted for Grand Fleet members.

For example the Tontatas and giants on there are already accounted for so they don't need Hajrudin and Leo's ships on there. However the long arm guy is Ideo, the chicken head is Barto, that means the other two ships represent the other grand fleet members like Sai, Orlumbus, and Cavendish.
