Tomino once explained Scirocco represents his darker side during the 80's when he found himself constantly on the look out for tail and getting called out for being arrogant or creepy by younger women. (he even went onto saying those same women were right about him)

In-universe Scirocco was just using his Newtype powers and charisma to influence and manipulate women who are vulnerable or in a period of inter-personal change, bending them to his will.
