Yes, your ISP keeps logs of what you do. But not only is this obscured somewhat if you use https, it isn't shown to anyone else unless, like he says, the information is subpoenead, which is hard to do.
Privacy is a spectrum and "only your ISP and select sites having your most important information" is substantially more private than "your ISP and every single website you visit having your most important information." Not only is a privacy thing, it's an attack surface thing. More websites with that information means more chances for a Tea situation to happen.
