4. They refused to even appoint much of the Cabinet, and delayed many appointments, despite the fact that Trump's first-term appointees were often appointed on their advice and were extensively connected to Senate figures--for example, appointing Mitch McConnell's wife to the Cabinet did not seem to be a great favor for the Senate.
5. The Republicans of the Congress refused to even implement Trump's domestic agenda, as embodied through the AHCA case, even when they had previously promised to implement these policies and even when these policies were pre-Trumpian.
