The PISA test is used to assess the academic performance of every 15 year old student, not every single 15 year old in the nation.
And I'm not pilpuling stupid ass nigga. Even the article itself discussed the limitations of the PISA and China's results in line with intention of the test. If the test was supposed to gauge at the intelligence of all the 15 year in the country than China would be out of line to not include them.
