The purpose of this article is to slander Russia by any means necessary, including inventing things that didn't happen and don't make sense.
Every "newspaper of record" has a few of these people at the ready, but they can always call upon a known entity, like a think tank, to supply such a person, usually called a "national security expert".
Their expertise consists of lying to the American public under the guise of journalism, using the stamp of approval of the New York Times or some other well known outlet. Then they return to the shadows where they meet with their handlers to devise the next stage of the messaging strategy.
And the "newspaper of record" returns to business as usual as if it had not just participated in a CIA psyop against its own readership.
