That seems incredibly unlikely. Kubo is very proud as an artist in case you haven't noticed, and I doubt he would leave creative control over the Hell arc to anyone else as long as he can help it. TYBW in its anime version with all the added material we're seeing now exists solely because it's only adapting something he already made but was too sick and short on time to deliver the entirety of what he had envisioned.
