She's actively scheming around and involving herself with major players in the series so you can pretend that she will make something actually happen even though we all know that nothing will ever happen in this series.
She's a bit like Kanako in that regard in that they ostensibly want to upset the status quo and actually have a drive and goals to their character.

Though really, I don't think Okina would really try to make use of Flandre much. She's not very controllable and all you can really do with her is point her at a powerful enemy and hope for the best.
If anything, Okina would be far more interested in manipulating the more malleable Cirno who she clearly still wants as her next servant.
