it's an odd thing.
if they suffer from an internal conflict that gets dozens of millions murked they don't bat an eye, but if a foreign power kills several hundred thousands or a few millions, they'll hold an eternal grudge
same with most if not all other civilization really - an attack from the outside shocks to the core, while internal squabble is perceived as part and parcel of existence
