As many predicted it, harald didn't have bad intentions, he was just learning about the world and how people act, which is why the way his story is going is then learning there are bad people too and how you shouldn't just trust anyone.
he learned from Ida that he should be forgiving and look for the good side on people, then he will start talking to the WG, they will see this as the opportunity to take elbaph, by lying to him and maybe setting up spies in the island or things like that, eventually harald will realize he was being used by the WG and this is the point where imu orders to kill him.
As for Loki, his entire backstory will be nothing but tragic misunderstandings, him trying to do the right thing because he has unbelievably powerful observation haki that can show him the future but always failed to do something to correct things spectacularly, like the opposite to buggy failing upwards, and this is the reason he got rejected by rocks, because his awful luck was even affecting him.
his luck is so bad that I believe several plans from the WG failed accidentally too because of him, eventually he covered his own eyes to not be burdened by his visions. his failed proposal to lola was probably the result of him sensing big mom's intentions and took the blame of not working by telling Lola to escape and find her real love, creating her gimmick.
Later he and jurul will find out the truth about harald right before he dies and they will both agree to pin the death on Loki, to keep harald's name and his reputation clean.
the somewhat reference to edipo being prophesied to kill his own father, makes me think oda is basing his backstory on the classic greek tragedies.
