Whites in America have largely been a rural people for a long time except in places like Boston, so they planned to make the cities into "Urban Plantations" where poor shitskins would work industrial jobs while the Whites lived rurally and owned land. The ones in rural areas were meant to come work in the fields then go back to the city, or at least close to it. For the ultra rural places with no city nearby they wanted to compact them into motels converted into living areas for them, and they do that to this day hahaha.
I'm surprised more people don't know about urban plantation plan. Im pretty sure that's what England is doing with London too if you look at how theyre distributing their shitskins.
