A proclamation does not justify carte blanche butchery.
Civilized people will kill a child fighter if directly threatened but otherwise no, it's not allowed and it has not been sanctioned, as official state policy, in the West for centuries. Massacres have happened but generally far away from prying eyes, or as revenge for something, or when soldiers got out of control. And they were usually covered up, because they were shameful.
The generals in WWII did not use that as a justification; it experiences from Okinawa, to end the fucking war before Operation Downfall killed hundreds of thousands, before the USSR annexed Hokkaido, and because the home front was getting restless after VE Day (in that order).
