Persians and Iranics make up 85% of the country. Most of those smaller ethnicities are subgroups of Persians and half of the Azeris are already Prsianized. Baluchis, kurds and arabs are like 7-10% of the population. The Persians would easily win this. This is why they still havent done it. Also Persians are 65-72% at this point not 48%
