You need a very specific kind of will, Ollie, Green Arrow, had a cynic will and could not make the ring function properly. So it's not just a strong will but a specific kind of will (At least in Geoff Johns canon, previous writers had rednecks stealing a ring and make it function just easy). Now apparently you can run a ring just by being brave by telling people online to support BLM (Jo's backstory).
It's a bit like Thor's hammer, in the most accepted explaination you need to be strong willed warrior and willing to kill (reason Peter couldn't be worthy), then when you want to shill an OC you have it wield the hammer with no problems.
