That is already happening. Most Israeli so called bunkers, at least the private ones, are just fortified rooms instead of actual underground structures with wide passageways and multiple exits. When they get hit the obvious thing happens.. the door jams or get blocked with rubble and the room turns into a coffin.

They are really design to protect against shrapnel and pallie bottle rockets but for real bombs you must always go to an actual government bunker anything other than that is just asking to get buried to death.
