Yeah, Canada's declining stability is becoming a national emergency. They're at a point where they can't keep their own gangs from attacking on the US side of the border, and increasingly their government is under the control of the gangs rather than using them as a means of controlling the population as they originally planned. The grants of citizenship to the degenerates are also a concern: We can't allow those guys to become US citizens upon their admission into the USA.
I've realized there's a legal loophole that exists in the past treaties of annexation of the United States that we can use to our advantage in this regard. We can immediately grant Canada statehood and citizenship (like Texas) but we can define citizenship ourselves in the treaty. As a result, we could write an article into the treaty saying something like "The citizens of Canada were naturalized prior to 2015 or who had at least one parent who was a Canadian citizen prior to 2015 shall be incorporated into the Union of the United States...provided, that they obtain a Social Security Number not more than three years after the enactment of this annexation." In other words, we don't need to accept every Canadian citizen as a US citizen upon annexation; we can pick and choose in the text of the resolution or treaty which annexes Canada, as long as we have the required support in Congress.
Trump might even want to go further, maybe even use a year like 2010, if he tries to go that route. Alternatively, he can apply some other restriction, such as a restriction on dual citizenship, which may be even more potent in removing undesirables from Canada. Perhaps a combination of the year-based and dual-citizenship requirements would be the most effective.
