Could be many things, but I haven't been attacked out of the blue by them specifically. A bounty or escaped slave you're not aware of, wearing a piece of their faction armour, clicking into a locked building, aggro'd onto one of their allies and they prioritise defending them over you, sneaking with certain mods installed, etc.
