I'm not sure, but companies spend so much money on penetration testing and hiring security personnel then they always joke about how annoying phishing training is, so obviously they think hacking is a bigger threat.

I've never done the math on it but it must be the case that spending money cheaply on phishing testing goes 100x further to threat mitigation than hiring security consultants. It's not my job but it's something that comes up all the time. Plus when there IS a security event it costs so much fucking money in making sure that the systems are clean and in reputational damage..
