Legends is one of the most consistently good to great series under the Batman umbrella of comics. Not to mention the frequent artist/writer shifts and loose connection to the timeline make it more timeless and easily accessible for fans new and old alike. It's been consistently popular since it's debut among hardcore fans, nobody is pretending.
At the very least you'd be hard pressed to argue that the first volume wouldn't sell. Shaman, Gothic, Prey, Venom, Faith, Faces, Blades... all classics. Volume 1 features O'Neil, Morrison, Janson, Moench, Gulacy, Austin, Garcia-Lopez, Barry, Chaykin, Kane, Wagner, Robinson, Sale, etc. It's a who's who of talent.
