Yes there was a timeskip. About 2 years have passed in universe since the show started.
The jumpsuits are a design from the videogame not something they ever wear in the actual show.
Unfortunately, what they do actually wear in the show looks way worse than these designs, at least in the case of Weiss and Blake.
