Can't include things like that in a spending/reconciliations bill per the Byrd Rule. It's to prevent various measures from getting into bills that are a must pass for budgetary reasons. Two-edged sword. Bills should be smaller, and have less in them, and congress should do their fucking job and sit in the chambers and discuss/debate instead of phonebanking 80% of the time they are in there for the next election. Need congress members that can duel, not run around like fucking pussies chasing the next penny.
