Muffet obviously won't show up considering she's just a fan character, and I don't see Metatton getting a robot body as a possibility, at least in the light world, but Papyrus has no reason to not be there and he gets teased every chapter. If Toby included a bunch of random NPCs like Catty, Bratty, Nice Cream guy, Snowdrake, Onionsan etc., Papyrus being an actual important character and not showing up seems weird.
