Papyrus is actually one of the better leaders for the Underground, really just because Sans is doing all the work.
It sucks that he's sad, but at least the Underground isn't a heavily-militarized hellhole with no chance of actually using that military ever, which will only lead to more and more problems in society (Undyne) or a cult of personality where anyone who questions the dear leader "disappears" (Mettaton)
